This law was enacted in 2004 to investigate the circumstances surrounding victims who were forcibly mobilized by Imperial Japan from the Manchurian Incident (1931) through the Pacific War and to establish the historical truth. Its purpose was to conduct a state-level investigation into the experiences of victims, including soldiers, civilian military personnel, laborers, and Japanese military “Comfort Women,” to establish a comprehensive record of the damage they suffered, to acknowledge the suffering of victims and their bereaved families, and to preserve the historical lessons for future generations. The law holds considerable historical significance because it elevated the issue of forced mobilization from the private sphere to a state-led process of addressing past injustices, created an official body of data on victims, and laid the groundwork for subsequent legal actions, including claims for damages against Japanese companies implicated in wartime abuses.
