Beginning with the first conference in 1991, it was an exchange gathering of women held in Seoul, Pyongyang, and Tokyo, with representatives from South Korea, North Korea, and Japan. It was the first women’s meeting to facilitate inter-Korean civilian exchange since the division of the Korean Peninsula, and the issue of the Japanese military “Comfort Women” was one of its main topics of discussion.
